EXECUTIVE HS&E DECLARATION & ENDORSEMENT POLICY
Eagle Oilfield Inspections Services, Inc., hereafter referred to as “Eagle”, shall actively support, participate, and manage the HS&E, quality assurance, and loss control programs, as established by the HS&E department, and fully comply with API RP 76 and other regulations as may apply.​​

PURPOSE

To protect its employees in a safety sensitive work environment, Eagle has developed a comprehensive HS&E program. Eagle is in existence for the benefit of our customers, each of our employees, and the environment in which we live, and we place a primary emphasis on employee and worksite HS&E. In doing so, we believe that we maximize customer satisfaction and employee welfare, and minimize injuries and loss potentials.

PROCESS

​ ​The objectives of these programs are to:
  • Foster an injury free work place for our employees;
  • Make educated common sense approaches to HS&E in doing business as second nature to our employees;
  • Ensure that Eagle provides a work environment that is safe and healthful for our employees and to eliminate unwanted or unplanned occurrences that result in loss;
  • Create a culture of continuous improvement that yields a favorable OSHA Recordable Incident Rate through safe practice implementation;
  • Establish an overall employee HS&E focus that enhances our status, as the provider of choice, in all of our business activities.

EMPLOYEE RESPONSIBILITY

   As with any effective HS&E strategy, the commitment of our upper management is an integral part of the HS&E program. This commitment is demonstrated through adoption of this program by Eagle management and through the creation and support of a Health, Safety & Environmental Department to promote, monitor, and generate employee enrollment in the program. The HS&E Director has the sole authority to implement change or amend procedures for specific programs. At each client site the On-site Manager functions as the Site HS&E Officer and is the site’s HS&E representative regarding HS&E concerns.
   While upper management is committed to maintaining a safe and healthful work place and environment, this commitment alone is not enough to ensure employee adoption of its programs. Eagle views HS&E as the responsibility of each employee and holds its supervision, as well as rank and file employees, accountable for their actions. All employees have STOP WORK AUTHORITY. Our guidelines and our Client’s guidelines are based on OSHA standards and industry practices recognized as safe; failure of an employee to comply with Company or Client guidelines or violation of HS&E will result in disciplinary actions, up to and including termination. All employees have authority and an obligation to stop any task where concerns regarding the control of HS&E risks exist. No work is to resume until all stop work issues and concerns have been adequately documented for lessons learned and corrective measures to be put into place. All stop work interventions shall be handled in a positive manner and no form of retribution or intimidation shall be directed at any individual or company for exercising their right to issue a stop work authority. A Stop Work Authority culture is to be nurtured throughout the company. Stop work reports are to be reviewed by supervision to measure participation, and data used to reduce risk of injury. Follow-up on all Stop Work Interventions is important to assure proper response and reduce HS&E risks. When an unsafe condition is identified the Stop Work Intervention will be initiated a positive manner, coordinated through the supervisor; notifying all affected personnel and supervision of the stop work issue, correct the issue and resume work when safe to do so.

HS&E PROGRAM OVERVIEW

Although Eagle seeks to minimize the dangers of our principal operations, and all other company activities through engineering controls, there are certain chemical, mechanical, electrical, environmental and other hazards in the workplace that must be administratively controlled. The HS&E Manual sets procedures and practices, designed to minimize these hazards, in a series of specific programs that make up the overall HS&E effort.​
